Ready-To-Go Projects Webpage

NMSA is requesting information about local stormwater projects in anticipation of federal legislation that will fund large amounts of investment in various infrastructure sectors and we need your assistance to prepare a list of “ready-to-go” stormwater project towards this end by filling out information on stormwater projects that you are aware that meet the criteria of an “ready-to-go” stormwater project. These criteria include projects that:

  • are part of a stormwater program
  • are associated with investments to improve water quality associated with stormwater runoff or reduce local flooding issues (see details below)
  • have construction documents (plans and specs) substantially completed
  • have environmental permits (if needed and appropriate) secured
  • could be constructed (if funded) within 24 months

The reason that NMSA has chosen to establish this web interface is to capture investments in the stormwater sector to the extent possible. Specifically, U.S. Congress is considering funding public infrastructure projects as part of a possible economic stimulus bill, which requires infrastructure sectors to provide information on the amount of funding needed to implement projects in the short term (~ 24 months).  

Many infrastructure sectors have this information at the ready and are well-represented during these types of efforts. For the drinking water and wastewater sectors, there is a general reliance on the Drinking Water and Clean Water State Revolving Fund (SRF) programs, respectively. These programs are administered by states and include lists of ready-to-go projects. Since very few stormwater projects are funded through SRF programs, these projects are chronically underrepresented in these lists.

Without an effort to target stormwater projects, the representation of funds needed for ready-to-go stormwater projects is likely to well beneath the actual amount of fundable projects. This would be a missed opportunity for our sector. Therefore, we are asking you to help us compile a list of ready-to-go stormwater projects and their associated project costs. The total costs associated with this list will be submitted to Congress to represent the potential for the stormwater sector to help drive the economic activity needed to.

We are requesting information on both water quality and water quantity stormwater projects.

The water quality projects should be intended to:

  • address MS4 permit compliance, or
  • make progress toward meeting a TMDL Waste Load Allocation or associated pollutant load reduction, or
  • address local drainage complaints, or
  • be part of the implementation of a local water plan or capital improvement plan.

A single water quality project may address more than one of these goals.

Water quality projects should not be:

  • studies or planning efforts, or
  • associated with a CSO mitigation effort.

We also seek to include local flood control projects on this list. These are water quantity projects that:

  • address local flooding issues and problems,
  • will be led by cities, counties, watershed districts, departments of transportation, and other local governmental units, and
  • will not be associated with a regional or river-basin-scale projects that are typically led by the U.S. American Corps of Engineers or FEMA

Please provide information on multiple projects. We seek to impress Congress with the number, variety, and scope of stormwater projects planned by public entities throughout the United States.
